Local Legend is the climb's most frequent recent rider. It is independent of speed.

Rules
- The election runs at the settlement boundary that ends a term. The winner holds the next term; the incumbent keeps the seat by winning again.
- A term with no completions leaves the seat dormant. The 3% carries forward for the next Local Legend and is not paid to anyone else.
- The founder holds the first term, starting when the vault is created.
- A Local Legend can step down before the term ends. The seat is dormant until the next election.
